Ocean (played by Louis Koo ), a member of the Imperial Secret Police, is tasked with taming the beast. Realizing it is kind-hearted and being mistreated, he releases it into the wild.

The film leans heavily into slapstick and "mo lei tau" style humor, similar to early Stephen Chow films.

Set in the waning years of the Ming Dynasty, the story begins when the gifts a rare creature to the Imperial Palace.
